Yes, if it is properly tuned. My '86 with original cat passes easily, as
does my '90.

Some smog shops pressurize the fuel system, which can require a fuel tank
re-seal to pass. Some shops don't have the necessary adapter to do this
test, so they mark N/A and don't test it. I go to one of those shops. If
you're going to be in the SLO or Santa Cruz area I can recommend a smog
shop.

Some areas in CA (near the big cities) have a harder test on a dyno. My
vans passed those too, but were a bit closer to failing.
