A local Vanagon mechanic suggested this as a very useful tool (if used
correctly)

Snap On Vantage. Not sure exactly which model though.

Have others used this on the WBX and found it to be useful for
troubleshooting running issues related to engine electrical?

I still have an intermittent surge and not great idle.
