Automatic or manual? Real diagnostics should be performed including engine condition, (compression/leak down) but a common place to start is the O2 sensor. On the 1.9 sensor failure does not become obvious like it does on the 2.l. I have had it twice into a local Larry Chase approved VW Repair place & had it tuned up per their suggestions, new plug wires, plugs, rotor, cap, fuel filter, etc. but I am still getting 11-12 mpg where I used to get 16-18. It seems to run fine, but mpg is killing moi. After running for awhile, the rpms seem to surge 100 rpms up & down . Any suggestions? YMMV, Mr. BZ-mine do -- Tom Buese
