Does it have the full 'full'    2.1 fuel injection system ?
or does it still use  1.9 Digijet into which a 2.1 long block  has been installed ? 

two different cold idle control systems between those two. 
a 2.1 into an 85 can be done either way.

I can’t think of a reason why the idle goes to 1,800 when I put the selector into Park.  Yet it idles fine in Drive.  But I must say, it takes awhile to reach that high from cold.  In fact it often dies when I start out cold.
