Simple problem. Since the headlights come on in flash mode the problem
is in the dash area and not headlight grounds.

Ok, turn on the key and then turn on the headlights. Now try the heater
fan and wipers. If they both work when the headlights don't, you almost
certainly have a bad headlight switch. If the wipers and heater fan
don't work either when the headlight switch is turned on, you almost
certainly have a bad ignition switch, the part for the X circuit.
