Dave:

I had a no-start-in-the-rain problem with my '90 GL.  On a drier day,
try the spade connection on the starter (the solenoid trigger, I think);
on my bus, it had corroded just enough not to work in the rain.  A wire
brush and some dielectric grease fixed the problem for me.
