Amazing.  So a guy wants to have a hobby to fix up and sell a few vans and big brother or business has to come along and stomp on you.   Although, this example is a little absurd I am referring more towards if a person wanted to just sell one or two a year.  And that somehow hurts used car dealers that want nothing to do with VW Vanagons?  Some state require 50 - 100K bonds to be able to sell only one or two.
