Ok, we need clarity here.  If the bushings are too long then he'd be
running out of thread on both inner and outer nuts.  But if I
understand the description he's not, the adjustment is displaced
outward half an inch or more away from where it should be.  Which
isn't a likely direction for collision damage either, seems to me.

I'm sticking with Something's Wrong.
