Subject:DOKA VIN Decoder mystery

My LT DOKA was a right pain to get registered when I brought it over in 09.
The VIN starts with VW2ZZZ21ZRH
 
Go figure. I had to go to the top dog at the MOT here and he had to force the computer to accept a weird VIN with an extra digit.
