well its obviously had a total respray since that's not a '87  color.
there may have been rust around fill ports and the owner  decided to just weld
a plate in their place.   you can also see that  the headliner material was
stripped off the inside window pillars before the  respray.,   it does have
the westy dash warning sticker and correct  westy windows so my guess is
that the fill ports were just welded up and filled  over.
