When you say the turn signal light on the dash is on constantly without
blinking, is that with the key on and the TS switch off (or on), or with
the key off?

Are your other dash lights working properly?

The first thing I have been trained by this list to look at when a cluster
light does not work as expected is a bad ground somewhere.
