Check the ground connector spade terminal down near the floor and the ring/finger assembly on the back of the steering wheel and on the face of the turn signal assembly. That thin brass gets out of whack and will drive you crazy. Also make sure your keys aren't sticking into the crack below the steering wheel. 

Pull the wheel and turn the wheels with vice grips on the shaft. If it still blows it isn't in the steering area UNLESS the plastic collar at the top of the shaft is damaged allowing contact between the the shaft and the tube.
