Winterkorn's resignation illustrates one of those cultural divides that separates Canada and the US from Europe and Asia.

Winterkorn is hardly the first German CEO or higher-up to resign when something like this happens - it's a matter of honour, and taking responsibility.  You see the same behaviour in Japanese CEOs, and elsewhere in Europe and Asia.

Whereas North American CEOs hardly ever resign over such things....
