I bypassed the ignition switch by connecting pin 15 of the coil to power,
activating the ECU relay and powering the ECU. Still the fuel pump relay
did not activate. I did manually activate it by grounding the correct pin
to simulate the ECU doing the same.

So again pointing at the ECU as the culprit
