I had a new tank hose installed and it was leaking at the connection to the
tank. I used some silicon and it hasn't leaked since, I'm pretty confident
it's not the source of this leak. I've checked everywhere and it really
seems like the only place it could be leaking is from the top of the tank,
the white wire that feeds into a grommet has some calcium build up around
it. The leak only happens when we overfill the tank, we kept expecting the
weep hole to drip and then we would shut the water off but it never does.
If water could get through the weep hose, we should see it.

The one thing I haven't done is observe all the connections to the tank
while it is being filled (or overfilled).
