In Your EMail You mention a Reserve Tank, a Reservoir & an Over flow Tank. This can be cause

for some confusion in Your symptom explanation. Typically the tank with the "Blue Cap" is called the

Expansion Tank & the tank that is accessed via the License Plate is the Overflow Tank.

        So when You say

"Now that the van is cooled off the reservoir is full and the over flow tank is empty."

is the "reservoir" You mention the Expansion Tank?

A friend gave me a original VW blue cap and my problem seemed to go away. I added some coolant to the reserve tank after the new cap and it was sucked in and the level maintained for about a year.
