Subject:weird engine behavior, stops on downhill coasting, diagnostic help?

84 vanagon, digifant, inline ABA Jetta motor....I've recently replaced the
fuel pump and filter and the sparkplugs. Lubed the throttle linkage with
light spray lube. All was normal "reading" with the spark plugs. I
replaced the fuel pump after the old one failed (not so sure now) as I
recall a sustained downhill just prior to the pump failure...However, I put
on my spare and all was good, then replaced that with a new Bosch and still
all good. The motor sounds perfect, has plenty of power, no smoking or
missing....smoooth running and sweet sounding, as always. Same fuel
economy....
But I was feeling an occasional hesitation after a sustained downhill
with no throttle, have been feeling that occasionally, but not serious,
till it stopped recently and I swapped the fuel pump on the road, then
replaced the spare. I've put a few hundred miles on since that, with no
signs of what happened tonight, twice.

Coastng downhill (about 6% grade) for perhaps a mile with no throttle at
all, then step back on the gas and nothing....No warning lights, normal
gauges temp and oil temp...just no motor...So I cycle the on off ignition
and get a few seconds of power than sputter and dies...still coasting
downhill...cycle again with the key and I get another burst of power, then
off...repeat, than it clears up and continues on, but I am careful to leave
some throttle on and no more weirdness...till I encounter another 3000"
descent...Same deal...coast for a mile or so without any gas on and when I
step back into it, nothing! Another 4 or 5 off and on with the key and it
again clears up and runs normal.....No smoke or anything,
Feels sort of like the fuel is shut off,,,but only after I coast downhill
for a mile or two with the throttle shut....Uphill at 4000 or 5000 rpm and
full throttle, its smooth and happy....going through the mountains in all 5
gears like Dan Gurney, its sweet....if I keep a bit of throttle on going
downhill, it seems to behave, but let completely off and it sometimes just
quits, till I cycle the ignition and get it back (so far that works)
Anybody have any ideas? I am thinking throttle stop switch or maybe
fuel pump relay...or maybe ignition switch....Help?
