Reinforcement recommended, yes. Required, NO!

Don't forget the XL and RF tires, which are reinforced without being
Load C or D.

Tires have changed a lot over the years and there are lots of larger
tires in XL that far exceed the "minimum" of Load 97.
I mostly use 215/65R16XL in Load 102
I also use 205/70R15XL in Load 100
My tires are make by Nokian.
