I have a VW relay.  It is wired correctly.  It is activated by pulling the wiper stalk towards the driver.  The same action as one would use to activate the front windshield washer.  When pulled towards the driver, neither the wash nor the interval length work.  I have the relay you mention.  They all work the way described above, in a Vanagon, to my knowledge.  If not, please tell me how yours works.

I would suggest you get an actual VW version that programs the delay
with normal intermittent wiper lever action, not with wash/wipe action.

Relay 99 is most common, also 197 and 198 are some later versions.
