That's the auxiliary air regulator. It contains a rotating-disk valve on a
bimetal linkage that allows extra metered air to the engine when it's cold
(metered meaning it's been tghrough the AFM). The effect is identical to
opening the throttle slightly.

The regulator contains an electric heater that causes it to rotate fully
closed shortly after engine start, and engine heat from the case will keep
it closed for a while after engine shutdown.

The functions of the aux air regulator, solenoid idle valves and idle stab
module are combined in the full-fledged idle control system (controller and
variable air valve) on the 2.1l.
