I use a mail service from a local Internet Service Provider.  Unlike gmail and other services , if mine does any spam filtering it is pretty minimal.  

My guess is that most problems sending and receiving messages are related to one's email service.  A way to check would be to sign up for a different email service and see if message problems are resolved.  

I'm a big fan of Vivaldi, and alternative browser based on Chrome, and it has a free email service.  (Note however, that if you are a big user of Google services, Vivaldi may not be a good choice since Google throttles their services on Vivaldi -- I guess because they consider it a threat to the dominance of their Chrome browser.) I'm sure there are other free email services.
