The wife called the DEQ and talked to one of the gurus there about getting a 
waiver because it was going to cost more than the $150 limit.  Turns out this 
guy is a was very nice and told my wife that catalytic converter would only 
change the HCs by .1%.  He gave us a waiver so that we could our tags.  Yeah
