you can use the steel wheels off any '71-'91 vw van.
you can also mount steel wheels with alloy lug bolts/nuts.
but you cant mount alloy wheels with steel wheel lug bolt/nuts.
if you want a 15" steel wheel, you can use Mercedes steel wheels. They're
15".

I'm surprised more people with Syncros aren't running 15" steel Mercedes
wheels.  You can usually get them pretty cheap used.
