If there is brake fluid coming out this hole then its leaking out the master
cylinder. The hole is a vent to allow the vacuum booster to work.

The master cylinder is shot and must be rebuild/replaced.  Fix this soon cause
the diaphragm in the booster may not like brake fluid.
