Thanks to your advice, I have determined that the aux. airflow is u.s.
Checked the wiring and voltages as per Bently.  The valve is closed and
stays closed no matter what.

What puzzles me is it is supposed to be open when cold and closed when warm.
So if it is permanently closed. I should be having cold start problems and
not warm start problems.  Any ideas.
