Fixed!  I knew it was from upgrading to IIS 4.0 web server, but I couldn't
find any problems with the installation.  It turns out that it was a bug in
IIS 4.0.  The bug has been patched, and searching is now running again.

It's amazing how many letters there are about 'road kill'!
