I floated this very same question to The List last year.  I got several
suggestions but went with a tip from List member Malcolm Holser to use
Weatherstrip Adhesive.  It is still holding a year later and many zzzzzzips
on the velcro.  This glue has become my absolute favourite for most
applications.   3M makes a version but you can buy a cheaper brand at the
FLAPS or WalMart or other suitable retailer.  Costs about C$3.89 (US$2.50)
at WalMart.
