From what I understand, you  might get it thru a refferee, however, it
has 3 yrs to comply and you can NEVER sell the car......I live in rural
El Dorado Co. and we have to smog test every other year and upon
transfer of ownership,  I know Humbolt, Amador and a few others are smog
exempt, but most arnt.
