The easy answer is:  That's what VW recommends.  Given
the prevalence of head gasket leakage you can decide for yourself
if they know what they're doing.  I'm no expert so I'll just do
what the manual says.  There's been some discussion about whether
to use tap water or distilled.  I use distilled.  The water here
in Wisonsin is very hard, and I'm not making a joke about
frozen lakes.
