Yes, the belt slips when it gets wet and hence the screeching sound.
Belt dressing (available at any FLAPS) will quiet screeching belts. I
keep a can in my Vanagon. I hate it when I'm leaving a campsite early in
the morning and I wake everybody and their dog up with a screeching
alternator belt.
