When is the last time you replaced the fuel filter? I had similar symptoms with a bad No. 2 Temp sender (the blue one in the thermostat housing). I'd replace the fuel filter and the temp sender. The No. 2 sender's tend to fail and they're cheap, I got a new one for $10 from a local VW shop.
