I would check your plugs again as they are probably fouled.  Clean them and
see if this fixes your problem.  If not then maybe the injectors are worn out
and leaking fuel into the system instead of spraying?  Or maybe they are
dirty and not giving you a good spray pattern.  I really doubt this is an ECU
problem.  You might also want to check your fuel pressure regulator.
