Bob, on my '84 US Westy the forward edge of the city connection plate is
precisely 21 in forward of the rear panel seam; the top edge is 22 13/16
above the lower seam, measured around the curve.  The next plate on mine is
the electrical connection, followed by the water fill.  Each of those is
fitted almost flush to the one ahead of it (1/16 or so clearance).
