Has anyone checked out the ebay auction 90westy

I'm considering the possibilities of this purchase.
This vanagon is from MI. so I'm concerned about what
the condition of the undercarriage may be in.
Also if you look at the front bumper the license plate
holder looks like it is from Europe. I live in northern Calf
and the owner says he will deliver providing I pay gas and
airline ticket back.
Any suggestions on how to handle this and what kind of
inspections I should have done on this van? Also will it be a
hassle getting it in shape for Calf. requirements.
