Lee Valley Tools sells a kind of self vulcanizing tape called "high friction silicone tape (23K30.01)". It is described as being able to cross-link to itself to form a "non-conductive, watertight, pressure-resistant "one-piece" insulator". 1" X 36' for Can$14.50. They have a website, www.leevalley.com.
