This is an antioxidant goop used primarily for connections using aluminium wire
and/or terminals (lugs).  For instance, the electric service for your house
SHOULD have some of this goop on the aluminium wire going into the lugs on the
main circuit breaker in your distribution panel.

You can get it at most any large home center - Lowes, Home Depot, etc. - and
made by Ideal Industries, Gardener Bender (GB), T&B, and Burndy, just to name a
few.

Wonder if using this goop would be a good preventive step when cleaning all the
grounds?
